The People’s Pavilion is an online convening space that welcomes stakeholders from around the world to view events, join discussions, and bring their perspective to coalitions, networks, and delegates participating in the COP29 round of UN Climate Change negotiations taking place in Baku, Azerbaijan, in November 2024.

This climate empowerment lab is recognized by the UNFCCC Action for Climate Empowerment team, convened and coordinated by Climate Civics International and the ACE Observatory, with generous support from VoLo Foundation, and in collaboration with the Education Communication and Outreach Stakeholders (ECOS) community, Action for the Climate Emergency, the HBCU Green Fund, IAAI GloCha, Climate Trace, and the Columbia Climate School.

Our goal is to amplify voices from the frontlines that face limitations to joining intergovernmental negotiations, and to ensure supranational spaces—where policy is made above national authorities and between nations—draw critical action insights from lived experience at the community level.

The People’s Pavilion aims to serve as a blueprint for mainstreaming Action for Climate Empowerment in multilateral climate policy processes, expanding the civic space by bridging the negotiations with stakeholders’ needs and priorities.

As part of the OpenCOP initiative, the People’s Pavilion virtual platform aims to expand the civic space of UNFCCC Conference of the Parties. This year, at COP29, for the fourth consecutive year, the People’s Pavilion will provide an accessible virtual platform to facilitate global participation in the climate negotiations. This innovative virtual space will complement the physical COP29 in Baku, Azerbaijan, providing opportunities for attendees from across the world to engage in real-time discussions, explore interactive exhibits, and participate in virtual panels.

Engagement opportunities include:

  1. Climate Diplomacy Training Sessions – Preparing participants with skills to engage effectively in climate diplomacy and advocacy pre-COP29.
  2. Enhanced Access to Negotiations – Offering links to live streams, side events, and chats with negotiators and experts to demystify the process, empower influence, and connect actions.
  3. Community Participation – Encouraging individuals, frontline communities, student groups to engage with COP29 virtually with physical satellite sessions connecting with the team on the ground through the People’s Pavilion, fostering grassroots involvement
    and community building.
  4. Global Consultations and Progress Tracking – Elevating demands and tracking actions from the African People’s Counter COP, the Alliance of Frontline Communities, and Regional Youth Conferences during Pre-COP29 satellite and independent events.
  5. Live Updates from COP29 – Delivering timely information and insights directly from the conference to keep participants engaged and informed throughout the negotiations.
  6. Platform for the Climate Justice Delegation – Organized by the ACE Observatory, this delegation aims to elevate the voices of frontline communities across the globe, by providing support to access the COP29 negotiations.

Launch of the COP29 People’s Pavilion

The COP29 People’s Pavilion will formally launch on Monday, November 11, 2024, during an event in Baku on The Future of Action for Climate Empowerment (ACE). The event will run 16:30-17:30 Baku time (12:30 UTC / 7:30 am EST). To join the event virtually, sign into the People’s Pavilion.
